On the establishment of temporary conditions for ship access maneuvers and maximum draft to operate in the Port of Itajaí.
The Superintendent of the Port of Itajaí, in exercise of the powers conferred on him by Law n. 3,513/2000 and, particularly, as provided in article 33, sub-article 5 - I "c" & "d" of Law n. 8,630/1993, and still-
In relation to meetings carried out by the Maritime Authority of Santa Catarina [State] therein represented by the Office of the Harbor Master of the Ports of the State of Santa Catarina, and the Local Office of the Harbor Master of the Ports of Itajaí, the Pilot Station, the Port Terminals and the Superintendence of the Port of Itajaí:
Hereby RESOLVES as follows:
Article 1 - Based on the report on study A-1720 (modified to 1720me 05) made by the company ALKYONCONSULTANCY & RESEARCH from Holland and on the analyses agreed on the date of April 03, 2007 by the representatives of the local Pilot Station, of the Port of Itajaí and of the Navegantes Terminal, the Superintendence of the Port of Itajaí hereby resolves to establish the following conditions for vessels to operate in the Port of Itajaí:
Having the following dimensions:
Length: 250m < L < 276.5m;
Breadth: 37m < B < 38.8m;
Draft: D = 10.50m.
Day Time.-
With respect to the environment.
The following factors may reach tremendous values and possibly cause restrictions to maneuvers. Therefore, the limits are as follows and will apply to all ships:
Winds.
Average wind intensity shall be 10m/s (18 knots).
Currents.
Current speed both in flood tide and ebb tide shall not be over 1.25 m/s (2.3 knots).
1.1.3 - Height of waves.
Prevailing in the outer access channel, maximum height of waves shall be 2m.
With respect to navigation.
Traffic speed.
Maximum traffic speed in the access channels is 5.0 knots.
Under Keel Clearance (UKC) for vessels exceeding 250m in length;
Resulting from the influence of the vertical movements and squat, the UKC to be adopted is 1.50m.
Use of tugboats.
In order to keep the vessel strictly inside the channel axis and to control her speed the use of two azimuthal tugboats fast 'on the bow and on the stern will be mandatory in the inner channel, and a third tugboat shall stand by during the berthing maneuver.
1.2.4 - Maximum Recommended Draft.
The maximum recommended draft to access both ports shall be calculated based on the following formula:
CMR = P + H – FAQ
Where:
CMR = Maximum recommended draft;
P = Lowest depth observed in the channel and evolution basin at DHN2 reduction level 11 meters;
H = Tide height forecast in the considered instant, obtained from the DHN Tide Table;
FAQ = UKC, under keel clearance 1.50 meter.
Thus, the maximum recommended draft will be:
CMR = 11 + H – 1.50
2.0- Night Maneuvers.
The following restrictions are now in force for the night time:
Length overall: 230m of ships;
Maximum draft: 10m;
UKC: 1.05m.
Note: same environmental conditions established herein are adopted.
2 DHN = Brazilian Navy Directorate of Hydrography and Navigation.-
Vessels of 250m and less in length (Day Time).
Adopted UKC is now 1.05m.
The current parameters that were not modified by this Resolution shall remain in force, and the maximum draft will be 10.50 meters.
This resolution shall be divulged, published and complied with.

NAVY OF BRAZIL - LOCAL OFFICE OF THE HARBOR MASTER OF THE PORTS IN ITAJAÍ.
MINUTES OF MEETING.
At 2:30pm on April 18, 2007 a meeting was hold in the principal office of this body in order to deal on matter concerning the TEMPORARY CONDITIONS FOR SHIP ACCESS MANEUVERS AND MAXIMUM DRAFT TO OPERATE IN THE PORT OF ITAJAÍ. The meeting was attended by Captain HAMILTON JORGE DA GAMA HENRIQUE (Harbor Master of the Ports of Santa Catarina), Commander CARLOS AUGUSTO LOBO INTO (Head of the Local Office of the Harbor Master of the Ports in Itajaí), Mr. PEDRO CIPRIANO (President of Itajaí Pilot Station), Mr. WILSON FRANCISCO REBELLO (Superintendent of the Port of Itajaí), Mr. MARCELO WERNER SALLES (Executive Director of the Port of Itajaí), Mr. GABRIEL RIBEIRO VIEIRA (Operational Superintendent Director of PORTONAVE), Mr. ECLESIO DA SILVA (President of the Shipping Agents' Union of Santa Catarina), Mr. PAULO DE FIGUEIREDO FERRAZ JUNIOR (Pilot), Mr. RENE DUARTE (Operational Superintendent Director of PORTONAVE), and Mr. RICARDO FAISSAL (Technical Director of the Port o Itajaí).
Captain HAMILTON opened the meeting welcoming all present, and informing that the meeting was convened with an aim at approving the resolution n. 007/2007 from the Port of Itajaí, dated Apr.11.2007. Said resolution provisionally establishes parameters for access maneuvers in the Port of Itajaí after the changes made to the access channel geometry and dredging, and the submission of the study prepared by the company Alkyon Hydraulic Consultancy & Research, hired by the Port of Itajaí.
In accordance with Law n. 8,630/93 (the Port Act), the Maritime Authority, in exercise of the powers conferred on them by law, gathered the participants of this meeting so that all may, jointly, ratify the parameters, once:
a) The Maritime Authority deems and certifies that the following conditional requirements were observed as established by the company Alkyon for vessel's safe maneuvenng:
- outer channel width, 120 meters;
- channel entrance, 140 meters;
- channel bends, from 130 to 140 meters;
- thorough removal of the rock located soon after the entrance; and
evolution basin, from 350 to 390 meter wide, slightly tilted towards the axis of the river.-
b) The Pilot Station issued an opinion attesting that "the safety level is more than enough to preserve the waterway traffic safety" and agrees with the fixed parameters; and
c) The Port Authority submitted batimetric measures in confirmation of the requirements established by the company Alkyon for carrying out maneuvers.
Upon hearing the concerned parties and having all documents attached hereto analyzed, the Resolution n. 007/2007 from the Port of Itajaí was approved and the following matters decided with respect to the first maneuver of a 261mlong vessel:
a) The rule will be provisionally approved;-
b) The following requirements will be complied with in the first maneuver:-
- two pilots;
- 03 tugboats, two of them 2 azimuthal;
- maximum current of 1.25 knots, both in ebb tide and flood tide.
- maximum wind speed, 18 knots;
- maximum draft, 10.5 meters;
- under keel clearance, 1.5 meters;
- at high tide;
- berth 01 free; and
- during day time.
There being no other matters to discuss and with the agreement of all present, the meeting was closed with the reading of this minutes that was duly subscribed by all present.
